The key is to read those fields in the right order. Once you do, you can check the meter math, convert CCF to gallons, compare daily usage, understand why today's meter reading may differ from the statement and investigate an unexpected increase.

What Information Is Usually on a Water Bill?

The exact design varies by provider, but most water bills contain several common groups of information.

Bill Date, Meter Read Date and Due Date Are Different

One of the easiest ways to misread a water bill is to assume every date on the statement represents the same event.

Current Read Date Date the ending meter reading was captured.
Billing Period Service interval represented by the bill.
Bill Date Date the statement was generated or issued.
Due Date Date payment is expected.
Why does today's meter reading not match my bill? The reading on your statement usually reflects the meter on its bill read date. If several days have passed since then, the physical meter can normally show a higher cumulative value because additional water has been used.

Check the Account Number, Service Address and Meter Number

Before investigating usage, make sure you are looking at the correct service and meter.

A bill may display:

  • account number
  • customer name
  • service address
  • mailing address
  • meter number

Account number and meter number are different identifiers. The account number identifies the customer billing account. The meter number identifies the physical water meter associated with the service.

Find the Previous and Current Meter Readings

A metered bill commonly shows at least two meter values:

How to Read and Verify the Physical Water Meter

Reading the physical meter yourself can help you compare the current cumulative meter value with the information shown on your statement.

Connecticut Water notes that meters commonly record water in gallons or cubic feet and can often be found inside near the incoming water line, or outside in a meter pit. Location varies by property and provider.

Digital Meter

Read the displayed number from left to right. Check the meter or utility instructions to confirm whether the display represents gallons, cubic feet or another unit.

Some digital meters also show flow-rate or leak indicators.

Straight-Read Meter

This type resembles an odometer. Record the displayed billing digits from left to right according to the provider's instructions.

Some providers ignore smaller place values when billing.

Round-Dial Meter

Multiple hands represent different place values and may rotate in alternating directions.

If a hand is between two values, many utility instructions use the lower number, but follow your provider's specific method.

Do not force open, disconnect, alter or tamper with utility equipment. If the meter is locked, inaccessible or provider-controlled, follow the water utility's access and reading instructions.

Washington Water, for example, provides different instructions for straight-reading, round-dial and digital water meters.

Calculate Water Usage From the Meter Readings

The basic calculation is:

Current Reading − Previous Reading = Raw Meter Usage

A multiplier or unit conversion may then be required.

Raw Difference × Meter Multiplier = Billed Meter Units

If the resulting unit is CCF:

Water Bill Units: Gallons, CCF, kgal, m³ and kL

Different utilities use different measurement units. Always identify the bill's unit before comparing two statements.

Calculate Average Daily Water Usage

Total water use alone can be misleading if billing periods have different numbers of days.

Total Gallons ÷ Billing Days = Average Gallons per Day

For example:

5,984 gallons ÷ 30 days ≈ 199 gallons/day

Is My Water Usage Normal?

There is no single normal amount that applies to every household. Climate, irrigation, occupancy, appliances, fixtures and household habits can produce large differences.

EPA WaterSense currently cites roughly 82 gallons per person per day as a broad U.S. residential reference.

Household Gallons per Day ÷ Number of Residents = Approximate Gallons per Person per Day

Example

A four-person household using 240 gallons per day would average:

240 ÷ 4 = 60 gallons per person per day
This is a context metric, not a pass/fail test. Outdoor watering, climate, guests and property characteristics can make usage substantially higher or lower than a national reference.

Read the Usage History Graph

Many water bills include a history graph covering several previous billing periods.

Use it to look for:

  • normal seasonal peaks
  • summer irrigation increases
  • one unusual spike
  • gradually rising consumption
  • usage that remains abnormally high
  • a return to normal after a leak repair

A graph becomes much more useful when you combine it with gallons per day and the same period from the previous year.

A water section may contain both fixed and consumption-related charges.

Why Is Sewer or Wastewater on the Water Bill?

Many providers bill water and wastewater services on the same statement.

The bill may therefore include:

  • water service
  • water consumption
  • wastewater service
  • sewer usage
  • other wastewater-related charges

Wastewater volume is not necessarily measured by a separate household wastewater meter.

Some systems estimate wastewater based partly on metered water consumption. The precise method varies.

San Francisco Public Utilities Commission, for example, explains that its wastewater volumetric calculation is based on water usage combined with a flow factor used to estimate wastewater entering the sewer system.

What Is a Stormwater Charge?

Stormwater charges are not necessarily based on the amount of tap water a household uses.

A municipality may base stormwater fees on factors such as:

  • property size
  • impervious surface
  • property classification
  • local stormwater-program rules

SFPUC, for example, describes its stormwater component as being based partly on property size and paved or impermeable surfaces.

This is one reason a water-related bill may contain meaningful charges even during a period with low tap-water consumption.

Compare With the Same Period Last Year

Month-to-month comparison can be distorted by seasonality.

EPA WaterSense recommends comparing a water bill with the same month from the previous year when investigating unexpectedly high use.

The current bill is substantially higher than the previous bill, but only slightly higher than the same period last year. That suggests seasonality may explain part of the difference.

How to Do a Simple Two-Hour Water Meter Leak Check

EPA WaterSense recommends using the water meter as one way to check for hidden leaks.

  1. Stop intentional water use.
    Turn off faucets, appliances, irrigation and other normal water use where practical.
  2. Record the meter reading.
    Write down the value or take a photo if permitted and safe.
  3. Do not intentionally use water for about two hours.
    Make sure household members understand the test is in progress.
  4. Read the meter again.
    Compare the second reading with the first.
  5. Investigate movement.
    If the meter has changed despite no intentional water use, there may be a leak or another source of water flow.
